일본 주재 미국 대사 지명자가 미한일 3국 협력 강화가 필수적이라며 지속적인 노력이 필요하다고 강조했습니다. 한국의 정치적 혼란이 이런 노력에 걸림돌이 된다는 우려도 나타냈습니다. 이조은 기자입니다.

도널드 트럼프 대통령이 일본 주재 대사로 지명한 조지 글래스 전 포르투갈 대사는 13일 미한일 3국 관계 강화 노력은 "가치가 있을 뿐만 아니라 필수적”이라고 밝혔습니다.

[녹취:글래스 지명자] “Not only worthwhile, but essential and. Absolutely. We were talking earlier a little bit about the priorities of the multilateral relationships that Japan has with other countries in the region, and it's critical that we continue to build on that.”

“미한일 3국 관계 지속적 발전 중요”

글래스 지명자는 이날 상원 외교위 인준청문회에서 ‘전임 바이든 행정부가 추진해 온 미한일 3국 협력 강화 노력이 가치가 있는냐’는 질문에 이같이 답하며 일본이 역내 다른 국가들과 맺고 있는 다자 관계 중 우선순위에 있는 미한일 3국 관계를 지속적으로 발전시키는 것이 매우 중요하다고 강조했습니다.

또한 윤석열 한국 대통령의 계엄령 사태 이후 계속되는 한국 내 정치적 상황이 미한일 협력에 미칠 부정적 영향과 이에 대한 대책을 묻는 질문에 대해 글래스 지명자는 "우리 모두 인내심을 갖고 한국의 상황을 지켜봐야 한다”고 말했습니다.

[녹취:글래스 지명자] “I think we all have to be patient to see what happens with South Korea. That's currently in effectively a state of turmoil and we'll have to see what comes out of that. But no doubt, it's a step backwards in trying to build that relationship between not only the bilateral relationship between the Japanese and the Koreans, but the trilateral that we have been working…It seems to be that a lot of the issues that we're discussing are too broad…A lot of times when you're that broad, it's difficult to make advancements in what we're looking to do, whether it's on the security side, the economic side. But if we can narrow those down and really get to work and dig in on a very specific number of issues, I think that would be a tremendous help.”

글래스 지명자는 “현재 한국은 사실상 혼란 상태에 있으며, 상황이 어떻게 전개될지 지켜봐야 한다"면서도 "이런 상황은 한일 양자 관계뿐만 아니라 우리가 진행해 온 3국 관계 구축 노력에도 분명히 걸림돌이 된다"고 우려를 표했습니다.

또한 미한일 3국 협력과 관련해 논의되는 사안들이 지나치게 광범위해 협력의 진전을 이루기 어렵다며 핵심 의제를 보다 구체적으로 좁혀 나간다면, 안보와 경제 등 여러 분야에서 실질적인 성과를 거둘 수 있을 것이라고 제안했습니다.

“미일 동맹, 전 세계 평화, 안정, 번영의 초석”

한편 글래스 지명자는 청문회에 제출한 서면 보고서를 통해 미일 동맹의 중요성을 거듭 강조했습니다.

[글래스 지명자] “We stand at the dawn of a new golden era in U.S.-Japan relations…The U.S.-Japan Alliance, celebrating its 65th anniversary this year, is the cornerstone of peace, stability, and prosperity in the Indo-Pacific region and beyond. And our shared values facilitate cooperation in the G7, the Quad, trilateral engagements with South Korea and the Philippines, and more…There are certainly challenges…If confirmed, I would have tough conversations on tariffs and reducing our trade deficit with Japan.”

글래스 지명자는 미일 관계가 “새로운 황금 시대의 문턱에 서 있다”며 올해로65주년을 맞이한 미일 동맹은 인도태평양 지역을 넘어 전 세계 평화, 안정, 번영의 초석이라고 강조했습니다.

또한 미국과 일본이 공유하는 가치는 주요 7개국(G7), 미국·일본·호주·인도의 협의체인 쿼드, 한국 및 필리핀과의 3국 협력 등에서 긴밀한 협력을 가능하게 한다고 밝혔습니다.

이어 “물론 해결해야 할 도전 과제도 분명 존재한다”며 인준될 경우, 일본과의 관세 문제와 무역 적자 해소 등 어려운 문제에 대해서도 논의할 것이라고 말했습니다.

앞서 트럼프 대통령과 이시바 시게루 일본 총리는 지난달 7일 워싱턴에서 첫 회담 후 발표한 공동성명에서 미일 양국이 양자 및 다자 차원에서 협력하겠다는 의지를 강조하며 특히 북한에 대응하고 역내 평화 및 번영을 유지하는 데 있어 미한일 3국 협력이 중요하다는 점을 확인한 바 있습니다.
