올해 70주년을 맞는 미한 동맹은 역내 안보와 국제 협력에 기여하고 있다고 미국과 한국의 연구기관들이 평가했습니다. 한국은 회복력 있는 공급망을 구축하는 데 있어 미국의 핵심 파트너라는 점도 강조했습니다. 이조은 기자입니다.
미국 워싱턴 DC에 있는 동서센터와 한미경제연구소(KEI), 한국의 최종현학술원은 “미국과 한국이 깊은 경제, 군사, 민주적 파트너십을 공유하고 있다”고 밝혔습니다.
이들은 20일 출간한 미한 관계 현황을 담은 소책자 ‘한국이 미국에 중요한 이유, 미국이 한국에 중요한 이유’ 개정판에서 이같이 평가했습니다.
[개정판] “The United States and South Korea Share Deep Economic, Military, and Democratic Partnerships. As the 1st and 10th largest economies in the world, the United States and South Korea collaborate on a wide array of global challenges. These include nuclear nonproliferation, global health security, women’s economic empowerment, human rights, and the rule of law bilaterally and through dozens of international and regional organizations… For over 70 years, the United States has been one of South Korea’s main economic partners. During this time, South Korea has transformed itself from an international aid recipient to an international donor and a world-leading economy.”
“미국과 한국은 각각 세계 1위, 10위의 경제 대국으로서 핵 비확산, 글로벌 보건 안보, 여성의 경제적 지위 향상, 인권, 법치주의 등 다양한 글로벌 과제에 대해 양자적으로, 그리고 수십 개의 역내 및 국제 조직을 통해 공조하고 있다”는 설명입니다.
또 “70여 년 동안 미국은 한국의 주요 경제 파트너 중 하나였다”며 “이 기간에 한국은 국제 원조의 수혜국에서 국제 원조국이자 세계 경제를 주도하는 나라로서 변모했다”고 밝혔습니다.
특히 “미한 동맹은 역내 안보에 기여하고 국제적 관여를 지원하고 있다”고 평가했습니다.
[개정판] “The US-South Korea Alliance Contributes to Regional Security and Supports International Engagement…Both countries regularly participate in bilateral and multilateral military exercises in the region and South Korean troops have fought in multiple conflicts led by the United States around the world… Today, the United States and South Korea collaborate globally on a range of military issues including humanitarian aid and disaster relief (HADR) as part of the alliance’s focus on promoting democracy, market economies, freedom, and human rights. The United States and South Korea have pledged to respect freedom of navigation and unimpeded lawful commerce in the South China Sea as well as the Taiwan Strait, and have committed to maintaining an inclusive, free, and open Indo-Pacific.”
구체적으로 “미한 양국은 정기적으로 역내 양자 및 다자간 군사훈련에 참여하고 있으며 한국군은 전 세계에서 미국이 주도하는 여러 분쟁에서 싸웠다”고 설명했습니다.
또 “오늘날 미국과 한국은 민주주의, 시장 경제, 자유, 인권 증진에 초점을 맞춘 동맹의 하나로 인도적 지원과 재난 구호 등 다양한 군사 문제에 대해 전 세계적으로 협력하고 있다”고 밝혔습니다.
아울러 “양국은 남중국해와 타이완 해협에서의 항행의 자유와 자유롭고 합법적 상업을 존중할 것을 약속하고 포괄적이며 자유롭고 개방된 인도태평양을 유지하는 데 전념하고 있다”고 말했습니다.
“한국은 인도태평양에서 두 번째, 전 세계적으로는 세 번째로 많은 미군이 주둔하는 국가로 주요 5개의 주한미군 기지에서 2천800명 이상의 현역 및 예비군이 주둔 중”이라는 점도 상기했습니다.
[개정판] “South Korea hosts the 2nd largest contingent of US troops in the Indo-Pacific and the 3rd largest globally, with five major US military installations and over 28,000 active and reserve troops. South Korea contributes more than $1 billion annually for much of the labor, logistics, and construction costs associated with stationing US troops in the country, and spends more on its defense as a percentage of GDP than most US treaty allies.”
또 “한국은 미군 주둔과 관련된 인건비, 물류 비용, 건설 비용의 상당 부분에 매년 10억 달러 이상을 기여하고 있으며 대부분의 미국 다른 동맹국보다 국내총생산(GDP) 대비 방위비 비중이 높다”고 밝혔습니다.
“한국은 회복력 있는 공급망을 구축하는 데 있어 미국의 핵심 파트너”라고도 평가했습니다.
[개정판] “South Korea Is a Key US Partner in Creating Resilient Supply Chains. The United States and South Korea are partners in building more resilient supply chains to cope with the post-pandemic world and prevent future disruptions. South Korea is a major supplier of semiconductors, specifically memory chips, which the United States relies on for many technology-driven goods... Working with allies like South Korea is key to the United States achieving this goal.”
“미국과 한국은 코로나 팬데믹 이후의 세계에 대처하고 미래의 혼란을 방지하기 위해 보다 회복력 있는 공급망을 구축하는 데 있어 파트너”라는 것입니다,
특히 “한국은 미국이 여러 기술 기반 상품에 있어 의존하고 있는 반도체, 특히 메모리 칩의 주요 공급국”이라며 ‘회복력 있고 다양한, 안전한 공급망’이라는 목표 달성에서 “한국과 같은 동맹국과의 협력은 미국에 핵심”이라고 강조했습니다.
또한 “한국은 인도태평양 역내에서 세 번째로 큰 미국의 수출국이고 미국 내 한국의 투자는 2012년 미한 자유무역협정(FTA) 발효 이후 187% 이상 증가했다”며 “미한 간 정보 및 통신 기술 무역 규모는 126억달러를 초과했다”고 집계했습니다.

기후변화 대응도 미한 협력의 중요한 한 축이라고도 평가했습니다.
[개정판] “The Fight Against Climate Change Is a Pillar of US-South Korea Cooperation...Environmental issues and climate change have long been areas of cooperation between the United States and South Korea...Diversifying the green energy supply chain is a key area of cooperation between South Korea and the United States.
이어 “환경문제와 기후변화는 오랫동안 미한 양국 간 협력 분야였다”며 “청정에너지 공급망을 다양화하는 것은 미한 간 핵심 협력 분야”라고 밝혔습니다.
한국계인 영 김 공화당 하원의원은 이날 개정판 출간을 기념해 열린 행사에 화상으로 보낸 축사에서 “자유와 민주주의, 인권, 법치주의라는 공동의 가치를 바탕으로 한 미한 동맹이 올해 70주년을 맞는 가운데 이번 개정판의 출간은 특히 시의적절하다”고 말했습니다.
[녹취:김 의원] “The launch of your publication is especially timely as we mark seven years of the United States South Korea alliance based on our shared values of freedom and democracy, human rights and the rule of law...Our shared values are why the US-ROK alliance has become one of the longest economic and security alliances. The need to promote our shared values and strengthen our trade partnership is more important now than ever before in today's 21st Century economy, and especially as growing aggression from North Korea and the CCP's malign influence threaten a free and open Indo Pacific.”
그러면서 “우리의 공통된 가치는 미한 동맹이 가장 긴 경제 및 안보 동맹 중 하나가 된 이유”라고 강조했습니다.
이어 “우리 공동의 가치를 증진하고 무역 파트너십을 강화해야 할 필요성은 오늘날 21세기 경제에서 그 어느 때보다 중요하다”며 “점증하는 북한의 공격과 중국 공산당의 악의적인 영향력이 자유롭고 개방된 인도태평양을 위협하고 있다는 가운데 특히 더 그렇다”고 말했습니다.
김 의원은 “하원 외교위 인도태평양 소위원장으로서 양국 무역 관계를 강화하기 위해 끊임없이 노력할 것”이라고 강조했습니다.

김 의원은 이어 “공유된 역사와 공동의 비전을 가진 미한 동맹이 계속 번영하고 인도태평양 지역과 그 너머의 평화, 번영, 안보를 증진하는 데 중요한 역할을 할 것이라고 확신한다”고 말했습니다.
