트럼프 2기 행정부 국가정보국장으로 지명된 털시 개버드 전 하원의원은 미국이 북한의 핵과 미사일 위협을 낮추는 데 대북 정책의 우선순위를 둬야 한다고 밝혔습니다. 미국이 직면한 가장 시급한 위협 중 하나로 북한의 핵무기 개발을 꼽았습니다. 이조은 기자가 보도합니다.
털시 개버드 국가정보국장(DNI) 지명자는 30일 “미국 대북 정책의 우선순위는 북한의 핵무기와 미사일 프로그램이 제기하는 위협을 줄여 미국의 국가 안보 이익을 보호하는 데 중점을 둬야 한다”고 말했습니다.
[개버드 지명자] “U.S. policy priorities towards North Korea should center on our national security interests of reducing the threat posed by its nuclear weapons and missile programs. The U.S. should aim to reduce tensions, prevent conflict, and foster conditions for long-term resolution to the security challenges posed by North Korea. If confirmed, the Intelligence Community will provide timely, accurate, objective analysis to support the President and policymakers national security objectives.”
개버드 지명자는 이날 상원 정보위원회 인준청문회에 제출한 서면답변에서 미국 대북 정책의 우선순위에 대한 견해를 묻는 질문에 이같이 답하며 “미국은 긴장을 완화하고 충돌을 방지하며 북한이 제기하는 안보 문제를 장기적으로 해결할 수 있는 여건을 조성하는 것을 목표로 삼아야 한다”고 밝혔습니다.
“북한 핵미사일 위협에 남다른 이해 있어”
특히 개버드 지명자는 ‘북한이 미국 국가 안보에 미치는 위협을 평가해달라’는 질의에 “인생의 대부분을 아시아태평양 지역에서 보냈기에 북한의 점증하는 미사일과 핵무기 역량이 제기하는 국가 안보 위협에 대한 남다른 이해가 있다”며 “고향인 하와이가 북한의 타격 역량 범위 내에 있기 때문”이라고 말했습니다.
[개버드 지명자] “Having spent most of my life in the Asia-Pacific region, I have a unique understanding of the national security threat posed by North Korea’s increasing missile and nuclear weapons capabilities, given my home state of Hawaii is well within their strike capabilities. The IC must provide the President and policymakers with accurate, timely, and objective assessments of North Korea’s capabilities and intentions.”
그러면서 “정보 커뮤니티는 대통령과 정책 입안자들에게 북한의 능력과 의도에 대한 정확하고 시의적절하며 객관적인 평가를 제공해야 한다”고 강조했습니다.
“북한 핵무기 개발, 가장 시급한 위협 중 하나”
미국이 직면한 다양한 국가 위협 중 하나로는 북한과 이란의 핵무기 개발을 지목했습니다.
개버드 지명자는 “정보 커뮤니티는 향후 5년 동안 다양한 도전 과제에 대응할 준비를 해야 한다”며 이슬람 세력의 국내 테러 위협과 불법 이민자 유입, 중국.러시아와의 전략적 경쟁, 북한의 핵무기 개발과 ‘점점 더 핵 능력에 가까워지는 이란 등을 가장 시급한 과제로 꼽았습니다.
[개버드 지명자] “The IC must be prepared to address an array of challenges in the next five years. The most pressing of which includes: domestic threats of Islamist terrorism, sleeper cells, and the effects of the influx of millions of unknown illegal immigrants on our domestic security ; strategic competition with countries like China and Russia, global economic challenges; cybersecurity threats from state and non-state actors , nuclear weapons development by North Korea and Iran getting closer to nuclear capability.”
“미중 관계 매우 복잡”
한편, 개버드 지명자는 이날 청문회에서 대중 인식과 관련해 “중국과의 관계는 양국 경제가 밀접하게 연결된 만큼 매우 복잡한 양상을 띤다”며 “중국과 관련해 탐색해야 할 여러 가지 도전과 위협이 있다”고 밝혔습니다.
[녹취:개버드 지명자] “Our relationship with China is one that is complex, given how closely our economies are linked. There are a number of challenges and threats that need to be navigated with respect to China… One of the most concerning threats is China’s recent Salt Typhoon cyberattack, and recent hacking of the U.S. Treasury Department. Both highlight the vulnerabilities in our critical infrastructure that must be urgently addressed.”
또 서면답변에서는 중국 정부와 연계된 해커 그룹인 솔트 타이푼의 최근 사이버 공격과 미 재무부에 대한 해킹을 언급하며 미국의 핵심 인프라가 가진 취약성과 이 문제를 시급히 해결해야 할 중요성을 강조한다고 덧붙였습니다.
하와이주를 대표하는 4선 하원의원을 지낸 개버드 지명자는 2020년 대선 민주당 경선에 후보로 출마했고, 지난해 8월엔 트럼프 당시 후보에 대한 지지를 선언한 뒤 10월 민주당을 탈당했습니다.
또 중동과 아프리카의 전쟁 지역에 세 차례 파병되는 등 20년 이상의 군 경력을 갖고 있습니다.
