백악관은 러시아가 북한에 제공할 포탄 지원의 대가가 한반도 상황을 더욱 불안정하게 만들 수 있다는 우려를 나타냈습니다. 북한 위협이 미한일 3국의 공조의 단초를 제공했다는 점도 지적했습니다. 조상진 기자가 보도합니다.
존 커비 백악관 국가안보소통보좌관은 24일 “지금 우리를 매우 우려하게 만드는 한 가지는 점점 강화되고 있는 러시아와 북한 관계”라고 말했습니다.
[녹취: 커비 보좌관] “Now, one thing that has us very concerned right now is this growing relationship between Russia and North Korea. Now, Russia’s relying on North Korea to provide them artillery shells in particular, but our concern is that that provision of capabilities could go the other way. Russia could be providing capabilities to the DPRK, and of course that would only further destabilize the situation on the Korean Peninsula. So that’s a concern.”
커비 보좌관은 이날 뉴욕 외신기자센터에서 열린 ‘제79차 유엔 총회 미국의 우선순위’ 관련 브리핑에서 이같이 말했습니다.
이어 “러시아는 현재 북한에 특히 포탄 공급을 의존하고 있다”면서 “그러나 우리가 우려하는 것은 이러한 역량 제공이 반대 방향으로 진행될 수 있다는 점”이라고 지적했습니다.
그러면서 “러시아는 북한에 역량을 제공할 수 있으며, 이는 한반도 상황을 더욱 불안정하게 만들 것”이라며 “따라서 이는 우려 사안”이라고 거듭 강조했습니다.
“북러, 미국 이익에 반하는 목표 위해 서로에게 의지”
커비 보좌관은 또 북한의 포탄이 우크라이나 주민들을 살상하고 기반 시설을 파괴하는 데 사용되고 있다는 점에 대해서도 우려를 나타냈습니다.
[녹취: 커비 보좌관] “It is of concern to us, first and foremost because those North Korean artillery shells are killing Ukrainians and destroying Ukrainian infrastructure. These are not two countries that have a long history of working together, don’t have a long history of trusting one another, but clearly two very isolated regimes that are leaning on one another to goals and objectives that we have to assume otherwise are inimical to our national security interests and those of our allies in the region.”
그러면서 “북한과 러시아가 오랜 협력이나 상호 신뢰의 역사를 갖고 있지는 않지만, 매우 고립된 두 정권은 분명히 우리의 국가 안보 이익과 역내 동맹국의 이익에 반하는 목표와 목적을 위해 서로에게 의지하고 있다”고 말했습니다.
커비 보좌관은 지난주 미국과 일본, 호주, 인도가 참여하는 4자 안보 협의체 ‘쿼드(Quad)’ 정상회의에서 북한 문제를 논의한 사실을 거론하면서, 북한이 역내 제기하는 위협에 대해 미국 정부가 파트너들과 함께 공동 대응하고 있다는 점을 강조했습니다.
[녹취: 커비 보좌관] “The threat posed by the DPRK certainly was a topic of discussion at the Indo-Pacific Quad this weekend in Wilmington. So the President did talk about the challenges posed by Pyongyang in the context of the Indo-Pacific Quad, and it’s something that all four of us in the Quad watch very, very closely. The President has improved and increased some of our capabilities in and around the Korean Peninsula so that we can better monitor and understand what the – Pyongyang is doing. And he has also repeated time and time again our commitment to sit down with Kim Jong-un and his team without preconditions to talk about the denuclearization of the peninsula. It’s that important to us. That offer still stands.”
“바이든 대통령은 쿼드 정상회의에서 북한이 제기하는 도전에 대해 언급했고, 이는 참여국 정상 모두가 매우 면밀히 주시하고 있는 사안”이라는 것입니다.
아울러 “바이든 대통령은 한반도 안팎에서 우리의 역량을 개선하고 강화해 북한이 무엇을 하고 있는지 더 잘 감시하고 이해할 수 있도록 하고 있다”고 설명했습니다.
또한 “바이든 대통령은 전제 조건 없이 김 위원장과 마주 앉아 한반도 비핵화에 대해 논의하겠다는 약속을 몇 번이고 반복했다”면서 “그만큼 그것은 우리에게 중요하며, 그 제안은 여전히 유효하다”고 강조했습니다.
“북한, 미한일 협력 계기 제공”
커비 보좌관은 그러나 북한이 미국의 이 같은 대화 제안에 호응하지 않고 군사적 역량 진전에 몰두하고 있는 상황을 지적했습니다.
[녹취: 커비 보좌관] “Clearly, Mr. Kim has other ideas and he continues to advance his capabilities, which is why we continue – back to your point about exercises – we continue to make sure that short of diplomacy, we have a capability to meet our treaty commitments in the region, to Japan and to South Korea particularly, and that they have enhanced and better capabilities to also defend themselves and all of us as allies. Which is why – I mean, the DPRK was very much a part of why the President convened at Camp David last year a trilateral discussion between President Yoon and Prime Minister Kishida. And there were a lot of deliverables and tangibles that came out of that in terms of improved and enhanced integration of our capabilities. So it has very much been a cornerstone of the President’s approach to the Indo-Pacific.”
“김 위원장은 분명히 다른 생각을 갖고 있으며, 자신의 역량을 계속 발전시키고 있다”는 것입니다.
커비 보좌관은 “미국이 일본과 한국에 대한 조약상의 의무를 이행할 수 있는 능력을 갖추고 있고, 동맹국 또한 스스로와 우리 모두를 방어할 수 있는 더 향상된 역량을 갖출 수 있도록 하는 것도 바로 그 때문”이라고 강조했습니다.
커비 보좌관은 그런 측면에서 “지난해 바이든 대통령이 캠프 데이비드에서 윤석열 한국 대통령과 기시다 후미오 일본 총리 간 3자 회담을 소집한 데에는 북한도 큰 역할을 했다”고 지적했습니다.
그러면서 “캠프 데이비드 정상회의에서 우리의 역량을 향상시키고 통합을 강화하는 측면에서 많은 성과와 가시적 결과물이 도출됐으며, 이는 인도태평양에 대한 바이든 대통령의 접근 방식에 매우 중요한 초석이 됐다”고 평가했습니다.
VOA는 유엔 주재 북한대표부와 러시아 외무부에 북러 군사 협력에 대한 백악관의 지적과 관련해 논평을 요청하고 답변을 기다리고 있습니다.
그동안 북한과 러시아는 무기 거래 등 군사 협력 사실을 부인해왔습니다.
