미국·한국·일본 3국 외교장관들이 북한의 탄도미사일 발사를 강력히 규탄하면서 추가 도발을 중단할 것을 촉구했습니다. 또 북한에 전제 조건 없는 대화에 호응할 것을 요구했습니다. 안준호 기자가 보도합니다.
미국·한국·일본 3국 외교장관들이 20일 북한의 탄도미사일 발사를 규탄하는 공동성명을 발표했습니다.
3국 외교장관들은 이날 공동성명에서 “미국·한국·일본은 북한이 17일과 18일 감행한 대륙간탄도미사일을 비롯한 탄도미사일 발사들을 강력히 규탄한다”며 “북한의 지속적인 도발은 한반도, 역내 그리고 국제 평화와 안보를 중대하게 위협하고 국제 비확산 체제를 저해하는 행위”라고 비판했습니다.
또 “사전 고지 없이 이뤄진 이번 미사일 발사들은 역내 민간 항공 및 항행의 안전도 위협했다”고 지적했습니다.
[공동성명] “The United States, Japan, and the Republic of Korea strongly condemn the Democratic People’s Republic of Korea’s (DPRK) December 17 and 18 (local time) ballistic missile launches, including an intercontinental ballistic missile. The DPRK’s continued provocations pose a grave threat to the Korean Peninsula, the region, and international peace and security, while undermining the global non-proliferation regime. The unannounced launches also threatened the safety of civil aviation and maritime traffic in the region.”
이어 “이 같은 최근 탄도미사일 발사들은 다수의 유엔 안보리 결의를 또 다시 노골적으로 위반한 것으로, 북한이 불법적 미사일 프로그램 고도화를 위한 기술 및 물자를 습득하는 것을 금지하는 북한 관련 안보리 결의들을 모든 국가들이 완전히 이행할 필요가 있음을 상기한다”고 했습니다.
그러면서 “우리는 북한이 관련 안보리 결의들을 준수하고, 안보리 결의를 위반하는 모든 행위들을 즉각 중단할 것”을 촉구했습니다.
[공동성명] “These most recent ballistic missile launches are yet again blatant violations of multiple United Nations Security Council resolutions and serve as a reminder of the need for all countries to fully implement DPRK-related UN Security Council resolutions that prohibit the DPRK from acquiring technologies and materials to advance its unlawful missile program. We urge the DPRK to abide by relevant UN Security Council resolutions and immediately cease all activities that violate them.”
3국 외교장관들은 한국과 일본에 대한 미국의 철통 같은 방위 공약도 재확인했습니다.
이들은 공동성명에서 “미국은 한국과 일본에 대한 미국의 방위 공약은 철통 같으며, 핵을 포함해 모든 범주의 역량으로 뒷받침되고 있음을 재확인한다”며 “미·한·일 3국은 북한 미사일 경보 정보 실시간 공유 체계 정상 가동과 다년간의 3자 훈련 계획 수립을 환영한다”고 밝혔습니다.
[공동성명] “The United States reiterates that its commitments to defend the ROK and Japan are ironclad and backed by the full range of capabilities, including nuclear. The three countries welcome the full activation of a real-time DPRK missile warning data sharing mechanism as well as the joint establishment of a multi-year trilateral exercise plan.”
이어 “미·한·일은 함께 북한의 지속적인 불법적 대량살상무기와 탄도미사일 프로그램 개발에 반대한다”며 “우리는 북한의 인권 침해가 불법적 대량살상무기와 탄도미사일 고도화와 불가분의 관계에 있음을 재차 천명한다”고 강조했습니다.
3국은 또 “우리는 북한이 해외 노동자 착취와 악성 사이버 활동을 통해 불법적인 수입을 창출해 불법적 대량살상무기와 탄도미사일 프로그램 자금을 조달하는 것을 차단하기 위해 국제사회와 계속해서 긴밀히 공조해 나갈 것”이라고 밝혔습니다.
이어 “우리는 한정된 자원을 주민들이 아닌 무기 프로그램에 전용하기로 한 북한 정권의 결정을 개탄한다”고 했습니다.
[공동성명] “The United States, Japan, and the ROK stand together in opposition to the DPRK’s continued development of its unlawful weapons of mass destruction (WMD) and ballistic missile programs. We reiterate how the DPRK’s human rights violations and abuses are inextricably linked with the DPRK’s unlawful WMD and ballistic missile advancements. We will continue to work closely with the international community to block the DPRK’s illicit revenue generation funding its unlawful WMD and ballistic missile programs through the exploitation of overseas workers and malicious cyber activities. We deplore the DPRK regime’s decision to divert scarce resources from the people in North Korea to its weapons programs.”
그러면서 “미·한·일 3국은 국제사회와 함께 북한이 추가 도발을 중단하고 전제조건 없는 실질적 대화 요구에 호응할 것을 촉구한다”고 밝혔습니다.
[공동성명] “Together with the international community, we call on the DPRK to stop conducting further provocations and accept our call for engaging in substantive dialogue without preconditions.”
앞서 북한은 현지 시각으로 지난 17일 밤 동해상으로 단거리 탄도미사일 1발을 발사한 데 이어 18일 오전에도 동해상으로 대륙간탄도미사일(ICBM) 1발을 발사하는 등 이틀 연속 도발을 감행했습니다.
