트럼프 행정부가 북한의 비핵화 약속을 진지하지 않은 것으로 결론 내릴 시점이 충분히 올 수 있다고 존 볼튼 백악관 국가안보 보좌관이 밝혔습니다. ‘1년 내 비핵화’ 약속은 김정은 스스로 한 것이라며, 미국의 우선순위는 남북대화가 아니라 비핵화라고 강조했습니다. 백성원 기자가 보도합니다.
볼튼 보좌관은 트럼프 행정부 내에서 북한의 실제 비핵화 가능성에 대해 비현실적으로 순진한 견해를 가진 사람은 아무도 없다고 밝혔습니다.
[볼튼 보좌관] “That point may well come. As I’ve said to you and others before, there's nobody in this administration starry eyed about the prospects of North Korea actually denuclearizing.”
볼튼 보좌관은 5일 ‘폭스뉴스 선데이’에 출연해, 김정은이 미국을 가지고 놀고 있고 비핵화에 진지하지 않다고 트럼프 행정부가 말할 시점이 언제일 것 같느냐는 사회자의 질문에, 그런 순간이 올 가능성이 충분히 있다고 답했습니다.
이어 트럼프 대통령은 현재 김정은에게 누군가를 위해 문을 열어두는 법에 대한 고급강좌를 제공하고 있는 것이라고 말했습니다. 그러면서 북한이 이를 제대로 통과하는 법을 이해하지 못하면, 트럼프 대통령을 가장 거세게 비난하는 이들도 대통령이 문을 충분히 활짝 열지 않았다고 말할 수 없을 것이라고 지적했습니다.
[볼튼 보좌관] “But I think what's going on now is that the president is giving Kim Jong-un a master class and how to hold a door open for somebody. And if the North Koreans can't figure out how to walk through it, even the president's fiercest critics will not be able to say it's because he didn't open it wide enough.”
특히 최근 미-북 간 교환된 친서와 관련해, 북한이 싱가포르 정상회담에서 스스로 한 비핵화 약속을 실행하기 위해 무엇이 필요한지에 대한 대화를 하고 있는 것이라고 설명했습니다. 미국에게는 그것이 가장 중요한 문제라는 겁니다.
[볼튼 보좌관] “They are talking about in the exchange of letters what is necessary to get performance on the commitment that North Korea itself made in Singapore to denuclearize. That's the central issue for us.”
볼튼 보좌관은 ‘1년 내 비핵화’ 가능성은 김정은이 직접 제안한 것이라고 밝혔습니다.
[볼튼 보좌관] “Kim Jong-un promised South Korean President Moon Jae-in at Panmunjom on April 27th that he would do it and that he would do it within a year. So, the focus here is getting Kim Jong-un to follow through on what he committed to the president at Singapore.”
김정은이 4월27일 판문점에서 문재인 대통령과 만나 비핵화 약속을 했고, 1년 이내에 그렇게 하겠다고 약속했다는 설명입니다. 따라서 현재 주안점은 김정은이 싱가포르에서 트럼프 대통령에게 한 약속을 지키도록 하는데 맞춰지고 있다고 말했습니다.
이어 1년 이내에 비핵화를 끝낸다는 생각이 어디서 비롯된 것이냐는 의문이 많이 나온다며, 이는 김정은이 직접 밝힌 것이라고 거듭 강조했습니다. 북한이 핵무기를 포기하겠다는 전략적 결정을 내리면 1년 안에 할 수 있다는 게 김 위원장의 약속이었다는 겁니다.
[볼튼 보좌관] “The year period -- there's been a lot of discussion about where the idea of finishing this in a year comes from. It comes from Kim Jong-un, that if they make a strategic decision to give up nuclear weapons, they can do it within a year. We are waiting to see evidence that in fact that strategic decision has been made.”
그러면서 미국은 이와 같은 전략적 결정이 실제로 내려졌다는 증거를 기다리고 있는 중이라고 설명했습니다.
볼튼 보좌관은 그런 전략적 결정의 증거를 본적이 있느냐는 질문에 언론에 누출됐든 안 됐든 정보에 대해선 언급할 수 없다며, 다만 트럼프 대통령은 싱가포르 정상회담에서 김정은에게 비핵화 이후 북한의 미래상에 대한 영상을 보여준 것으로 시작해 할 수 있는 모든 것을 다 하고 있다고 답했습니다.
[볼튼 보좌관] “Unfortunately, I can't talk about intelligence whether it's leaked into the news media or not. I'll just say the president is doing everything he can beginning with the film that he showed to Kim Jong-un in Singapore about what the future could be if North Korea denuclearizes. He's doing the best salesman’s job he can on that point.”
볼튼 보좌관은 남북협상에 많은 관심이 쏟아지고 있고 추가 협상이 검토되고 있지만, 이는 그들에게 중요한 것이지 미국의 우선순위가 아니라고 선을 그었습니다. 그러면서 미국의 우선 순위는 비핵화라고 거듭 강조했습니다.
[볼튼 보좌관] “There's a lot of interest in inter-Korean negotiations. They are looking at further discussions there. That's important to them. That's not our priority, though. Our priority is North Korean denuclearization.”
