유럽연합이 북한의 대륙간탄도미사일 발사를 규탄하며 도발 행위 중단을 촉구했습니다. 유엔 안보리 이사국들이 대북제재의 완전한 이행을 위해 노력해야 한다는 점도 강조했습니다. 박형주 기자가 보도합니다.
유럽연합(EU)이 14일 북한의 최근 미사일 발사와 관련해 "북한은 유엔 안보리 결의를 위반하고 역내 군사적 긴장을 무모하게 고조시키는 모든 불법적이고 위험한 행동을 중단해야 한다"고 촉구했습니다.
EU는 이날 외교안보 고위대표 명의로 발표한 성명을 통해 "EU는 북한이 지난 12일 올해 4번째 대륙간탄도미사일(ICBM)을 발사한 것을 강력히 규탄한다"며 이같이 밝혔습니다.
그러면서 "북한은 대량살상무기 운반수단을 개발하려는 의도를 계속 보여주고 있다"며 "이런 행동은 국제 평화와 안보를 위협한다"고 비판했습니다.
[EU 고위대표] "The EU strongly condemns the Democratic People’s Republic of Korea’s (DPRK) launch of another intercontinental ballistic missile on 12 July for the fourth time this year. The DPRK continues to show its intention to develop the means to deliver weapons of mass destruction. These actions threaten international peace and security. The DPRK must cease all illegal and dangerous actions that violate UN Security Council resolutions and recklessly escalate military tensions in the region."
북한은 12일 동해상으로 장거리 탄도미사일을 발사한 데 이어 13일 "이 미사일은 신형 고체연료 ICBM인 화성-18형"이라고 공식 발표했습니다.

북한은 ICBM 4발을 포함해 올해만 20발의 탄도미사일 발사를 감행하며 유엔 안보리 결의를 계속 위반하고 있습니다.
유럽연합은 이에 대해 "북한은 모든 핵무기와 기타 대량살상무기, 탄도미사일 프로그램, 기존 핵 프로그램을 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 포기함으로써 유엔 안보리 결의에 따른 의무를 즉각 준수하고 모든 관련 활동을 중단해야 한다"고 강조했습니다.
[EU 고위대표]"The DPRK must comply immediately with its obligations under UN Security Council resolutions by abandoning all its nuclear weapons, other weapons of mass destruction, ballistic missile programmes and existing nuclear programmes, in a complete, verifiable and irreversible manner and cease all related activities. This is the only viable route to sustainable peace and security on the Korean peninsula. The DPRK cannot and will never have the status of a nuclear weapon state under the Nuclear Non-Proliferation Treaty (NPT) or any other special status in that regard.
"이것이 한반도의 지속가능한 평화와 안보를 위한 유일한 실행 가능한 길"이라는 것입니다.
아울러 "북한은 핵확산금지조약(NPT)에 따른 핵무기 보유국 지위나 그 밖의 어떤 특별한 지위도 가질 수 없으며 앞으로도 그럴 것"이라고 EU는 말했습니다.
또한 "북한이 불법 무기 프로그램을 지원하기 위해 자원을 사용하는 것은 많은 주민들이 감당하고 있는 어려운 생활 환경을 악화시킨다"는 점도 지적했습니다.
EU는 이어 "모든 유엔 회원국, 특히 안보리 이사국들이 유엔 제재의 완전한 이행을 보장하고 북한에 모든 당사국들과 의미 있는 대화를 재개할 것을 촉구하는 것이 매우 중요하다"고 강조했습니다.
또 "한국과 일본에 전폭적인 연대를 표명한다"고 밝혔습니다.
[EU 고위대표] "The DPRK’s use of resources to support its unlawful weapons programmes exacerbates the difficult living conditions endured by much of its population...It is critical that all UN Member States, especially Members of the UN Security Council, ensure the full implementation of UN sanctions and urge the DPRK to resume meaningful dialogue with all parties. The EU expresses its full solidarity with the Republic of Korea and Japan. The EU is ready to work with all relevant partners in promoting a meaningful diplomatic process aimed at building sustainable peace and security through the complete, verifiable and irreversible denuclearisation of the Korean peninsula."
그러면서 "EU는 한반도의 완전하고 검증 가능하며 불가역적인 비핵화를 통해 지속 가능한 평화와 안보를 구축하기 위한 의미 있는 외교적 프로세스를 촉진하기 위해 모든 관련 파트너들과 협력할 준비가 됐다"고 EU는 강조했습니다.
