펜스 “김정은, 트럼프 대통령에 장난치면 큰 실수…합의 없으면 리비아처럼 끝날 것”

마이크 펜스 부통령은 김정은 북한 국무위원장이 평화적인 방법으로 비핵화에 나서길 바란다면서도 도널드 트럼프 대통령에 장난치려 한다면 큰 실수가 될 수 있다고 밝혔습니다. 김정은이 합의를 이뤄내지 않으면 리비아가 끝난 것처럼 끝날 수밖에 없다고 경고했습니다. 김영남 기자가 보도합니다.

펜스 부통령은 김정은이 도널드 트럼프 대통령에 장난을 칠 수 있다고 생각한다면 큰 실수가 될 것이라고 밝혔습니다.

[펜스 부통령] “He is thinking about how we achieve what has alluded success of American administration, and the truthfully, the Clinton administration, even the Bush administration, got played in the past. We offered the concessions to the North Korean regime in exchange for promises to end their nuclear weapons program, only to see them break those promises and abandon them. It would be a great mistake for Kim Jong Un to think he could play Donald Trump.”

펜스 부통령은 21일 폭스뉴스와의 인터뷰에서 클린턴 행정부와 조지 W. 부시 행정부는 북한에 놀아났다며 이 같이 말했습니다.

과거 미국은 북한 정권이 핵 프로그램을 종료하겠다는 약속의 대가로 양보들을 제공했지만 북한이 약속을 어기는 것만 봐왔다는 겁니다.

펜스 부통령은 트럼프 대통령이 김정은과의 대화에서 떠날 수도 있느냐는 질문에 이런 점에는 의심의 여지가 없다고 답했습니다.

[펜스 부통령]“Well there is no question, but look we hope for better. We really hope that Kim Jong Un will seize the opportunity to dismantle his nuclear weapons programs, and do so by peaceable mean. And there was some talk about the Libyan model last week, and as the president made it clear, this will only end like the Libyan model ended if KJU doesn’t make a deal.”

하지만 미국은 더 나은 것을 원한다며 김정은이 평화로운 방법으로 자신의 핵무기 프로그램들을 폐기하는 기회를 잡기를 진정으로 바란다고 말했습니다.

이어 지난주 이른바 리비아 모델이 언급됐다고 설명하며 트럼프 대통령이 명확히 했듯 (북한 문제는) 김정은이 협상을 하지 않는다면 리비아 모델이 끝났듯 끝나게 될 수밖에 없다고 강조했습니다.

펜스 부통령은 일각에서는 이 발언을 위협으로 받아들였다는 사회자의 지적에 이는 (위협이 아니라) 사실에 가깝다고 생각한다고 말했습니다.

[펜스 부통령] “Well I think it is more of the fact. President Trump made it clear that the United States of America, under his leadership, will not tolerate the regime in North Korea possessing nuclear weapons and ballistic missiles that threaten the United States and our allies.”

트럼프 대통령은 자신이 이끄는 미국은 북한 정권이 미국과 동맹국들을 위협하는 핵무기와 탄도미사일을 보유하는 것을 용납할 수 없다는 점을 명확히 했다는 겁니다.

이어 미국은 이 목표를 달성하기 위해 북한에 대한 경제적이고 외교적인 압박을 계속하고 모든 옵션을 테이블 위에 올려두고 있다고 강조했습니다.

[펜스 부통령] “We made it clear that we are continuing to bring economic and diplomatic pressure to bear on North Korea that all options are on the table to achieve that end, but that being said, we have seen great progress in recent months, last month, inter Korean summit, where you saw leaders of North and South meet at the Blue House, have that discussion. The reality is that we hope for a peaceable solution, President remains open to summit taking place, and we will continue to pursue that path even while we stand strong on the objective of denuclearization and extreme pressure campaign.”

하지만 최근 남북 정상회담 등 좋은 진전들을 봐왔다며 현실은 미국이 평화로운 해결법을 원한다는 것이라고 설명했습니다.

트럼프 대통령은 회담이 열릴 것으로 생각하고 있고 이를 계속 추구해 나가겠지만 비핵화라는 목표와 강력한 압박 캠페인을 굳게 유지해나가겠다는 겁니다.

펜스 부통령은 회담이 실패하면 군사 옵션이 남아 있다는 뜻이냐는 질문에 군사 옵션은 (테이블에서) 배제된 적이 없다고 답했습니다.

[펜스 부통령] “Well it never came off. The truth is that the President Trump made it clear that this administration will not tolerate the regime in North Korea possessing nuclear weapons and ballistic missiles that threaten our people and the United States of America.”

이어 트럼프 대통령은 북한이 핵무기와 탄도미사일을 보유하는 것을 용납하지 않겠다는 점을 명확히 했다고 거듭 강조했습니다.

또한 미국이 필요한 것은 완전하고 검증 가능하며 되돌릴 수 없는 비핵화라는 점을 트럼프 대통령이 명확히 해왔다고 설명했습니다.

[펜스 부통령] “What the President has made it clear is that we need complete verifiable, and irreversible denuclearization, and there is opportunities and benefits for North Korea, once we reach that point of no return, once we reach that point of where they dismantle their nuclear weapons programs with proper verification and full transparency then President Trump has already organized the support from Japan, South Korea, from other nations in the region, including China, to organize the resources that would create a brighter future for the Kim regime, brighter future, more importantly for people of North Korea, but it all begins with North Korea committing to complete denuclearization, taking concrete steps to achieve them.”

북한이 핵무기 프로그램을 적절한 검증 절차와 완전히 투명하게 폐기하는 시점이 오면 기회와 혜택이 있을 것이라는 점도 트럼프 대통령이 분명히 했었다는 겁니다.

이어 트럼프 대통령은 김정은 정권과, 그리고 더 중요하게는 북한 주민들에 밝은 미래를 만들어줄 재원을 이미 일본과 한국, 그리고 중국을 비롯한 역내 다른 국가들과 조직하고 있다고 설명했습니다.

하지만 이 모든 것들은 북한이 완전한 비핵화에 전념하고 이를 달성하기 위해 구체적인 조치들을 취한 것으로부터 시작될 것이라고 덧붙였습니다.
