Amnesty International is calling on European Union members to take a tough stand against Russia's human rights record.
In a report released Friday, the London-based organization says it has found gross human rights violations in the Russian republics of Chechnya and Ingushetia.
The organization says Russian authorities were involved in the torture, abduction and secret detention of civilians, and that Russia was using its war on terror for systematic human rights abuses.
Amnesty International says it is appealing to EU officials to address these concerns during an EU-Russia summit in London next week.
The organization particularly urged British Prime Minister Tony Blair, whose country currently holds the rotating EU presidency, to raise the issue with Russian President Vladimir Putin.
