Kenyan opposition leader Raila Odinga says he and President Mwai Kibaki remain unable to agree on the size and composition of the country's new Cabinet.
Speaking to reporters after meeting with the president Friday, Mr. Odinga said the talks have not broken down but said he and Mr. Kibaki have been unable to reach a consensus.
In a statement, the president said more consultations are needed.
The two men and their parties agreed to evenly split the Cabinet posts in a power-sharing agreement reached a month ago. That deal ended weeks of deadly violence triggered by the disputed presidential election in December.
Former United Nations chief Kofi Annan helped broker the power-sharing deal. U.N. officials say Mr. Annan spoke with both Mr. Kibaki and Mr. Odinga by phone this week, and urged the Kenyan leaders to resolve their differences.
In the new coalition government, Mr. Odinga of the opposition Orange Democratic Movement is to serve as prime minister. The Kenyan parliament approved new laws to implement the power-sharing deal last week.
