Amnesty International has accused Mexico of ignoring police abuses against protesters during a summit last May in Guadalajara of leaders from Europe, the Caribbean and Latin America.
Amnesty said Thursday that as some 3,000 people protested around the city, more than 100 were arrested, many arbitrarily, and that several were coerced, beaten or threatened into making confessions.
The rights group also says the way in which many protesters were arrested, along with a lack of an independent investigation into complaints of torture and ill-treatment, raise doubts about criminal proceedings being implemented to prosecute them.
Mexico's National Human Rights Commission also has found that local and state authorities seriously violated human rights during the demonstrations, but Jalisco state officials have so far rejected calls for further investigations.
