In an effort to stop a fourth wave of COVID, Russian authorities have decided to halt commercial activity and social gatherings. Some people are blaming a failed national vaccination campaign. Despite being among the first in the world to roll out a vaccine, Russia’s national inoculation strategy is falling short: only 33 percent of the population is fully vaccinated.
