Regional and local governments aren’t waiting for national leaders to come up with a climate deal in Paris. Many are forging ahead with their own climate action plans that are sometimes more ambitious than national ones. Leading the drive are places like Germany, where regional governments have a lot of autonomy. But they are having a tougher time in more centralized countries like France, which is hosting the climate talks. As Lisa Bryant reports for VOA from the western Finistere area of Brittany, that’s changing....although not as fast as some would like.
