Western Leaders Blame Ukraine Government for Violence

The United States and the European Union have agreed to impose sanctions on the Ukrainian government officials considered to be responsible for the excessive use of force against anti-government demonstrations. Clashes between police and protesters in Ukraine's capital have continued despite a truce aimed at preventing further bloodshed.
