为了精简政府机构，白宫想要把6个政府机构合并为一个部门，专注于贸易和竞争力。这到底是个好主意，坏主意，还是个无关紧要的主意呢？

这个计划引起了美国企业界和贸易政策机构的不少批评。美国企业研究所组织了一个专家小组，研究这一争议，评估奥巴马总统的改组方案。
