EU “인도적 지원은 핵문제와 별개…북한, 외교적 노력 저해 말아야”

유럽연합은 북한에 대한 인도적 지원은 핵 문제와 분리해야 한다며 가장 취약한 계층에 지원이 제공돼야 한다고 밝혔습니다. 북한에는 긴장을 고조시키고 외교적 노력을 저해하는 모든 행동을 중단하라고 촉구했습니다. 안소영 기자입니다.

유럽연합의 대북 인도적 지원은 다른 나라에 대한 지원과 마찬가지로, 공정성과 국제적 인도주의 원칙에 근거한다고 EU가 밝혔습니다.

[카즈노스키 EU 대변인] “The EU has provided emergency humanitarian assistance to help the most vulnerable in DPRK over recent year. As with all EU humanitarian aid worldwide, this is provided on the basis on the international humanitarian principles of impartiality and neutrality.”

아담 카즈노스키 EU 대변인은 17일 국제기구의 대북 지원 호소에 대한 VOA의 논평 요청에, EU는 최근 몇 년 동안 북한에서 가장 취약한 계층을 돕기 위해 긴급 인도적 지원을 제공했다면서 이렇게 답했습니다.

특히 작년 10월 홍수 피해를 입은 북한의 6천 가구에 해당하는 약 2만4천 명에게 쉼터와 식수를 제공학 위생, 청결 분야에 도움을 주기 위해 10만 유로를 제공했다고 설명했습니다.

또한 2016년 8월 말에는 함경북도 지역을 강타한 홍수 피해에 대응하기 위해 30만 유로를 배정했으며, 2017년에도 홍수와 가뭄 대비 지원금으로 또 다른 30만 유로를 지원했다고 소개했습니다.

[카즈노스키 EU 대변인] “Regarding examples of EU support in previous years, in October 2018 the EU humanitarian aid provided €100,000 to give shelter, health and WASH assistance to 6,000 families (some 24,000 people) in the areas affected by the floods.
Furthermore, €300,000 was provided in 2017 for disaster preparedness assistance focusing on floods and drought, as well as another €300,000 provided in 2016 in response to the floods that severely affected the Northern Hamgyong province in late August 2016.”

카즈노스키 대변인은 국제사회의 대북 지원이 북한의 가장 취약한 계층에 전달돼야 한다는 것이 EU의 입장이고, EU는 식량 안보 면에서도 가장 취약계층을 지원해 왔다고 밝혔습니다.

때문에 인도적 지원은 북한 핵 문제와는 별개이며, 대북 제재가 인도적 지원 목적을 위해 일부 변화될 소지가 있다고 내다봤습니다.

[카즈노스키 대변인] “Therefore, humanitarian assistance is separate from the Nuclear issue; there are derogations foreseen for humanitarian purpose from the international sanctions applied to the DPRK.”

카즈노스키 대변인은 또한 북한이 한반도 긴장을 고조시키고 외교적 노력을 저해할 수 있는 모든 행동을 자제하길 바란다고 강조했습니다.

[카즈노스키 대변인] “The EU expects the DPRK to refrain from any actions that could raise tensions on the Korean peninsula and undermine diplomatic efforts. We also expect the DPRK to abide by its stated commitments and take positive steps to re-engage in the diplomatic process aimed at achieving lasting peace and denuclearization of the peninsula.”

카즈노스키 대변인은 이어 북한이 자신들이 공언한 약속을 이행하고 한반도의 영구적 평화와 비핵화를 달성하기 위한 외교적 과정에 다시 관여하는 긍정적인 조치에 나설 것을 희망하는 것이 EU의 바람이라고 덧붙였습니다.
