The five permanent members of the U.N. Security Council and Germany are seeking an early negotiated solution with Iran concerning its nuclear program.
News organizations say the proposal is in a draft statement that the group circulated Wednesday, ahead of a meeting at the United Nations.
The statement also says the group, known as the P5 +1, is ready to hold talks with Tehran about a nuclear fuel swap plan that was proposed last October. Under that plan, Iran would be required to send some of its uranium to Russia and France for further enrichment.
Foreign ministers for the P5 + 1 will meet on the sidelines of the U.N. General Assembly to discuss Iran's nuclear ambitions. The talks will involve U.S. Secretary of State Hillary Clinton and her counterparts from Britain, China, France, Russia and Germany.
The U.N. imposed a fourth set of sanctions on Iran in June for its refusal to stop enriching uranium.
The United States and many other nations suspect that Iran is trying to develop nuclear weapons under the cover of a civilian energy program. Iran denies the charges.
On Tuesday, Iranian Foreign Ministry spokesman Ramin Mehmanparast said his country is ready for dialogue, but hopes the P5 + 1 will adopt an "accurate approach" to talks and will recognize Iran's nuclear rights.
