The diplomacy of foreign aid
U.S. Secretary of State Marco Rubio in the Dominican Republic talked about funding a foreign aid program that the Trump administration thinks puts America First — the new overall policy driving U.S. diplomacy. There has been a vigorous debate in the past few weeks as the Trump administration paused most foreign assistance while it evaluates where the dollars are going. We spoke to Michael O'Hanlon, a senior fellow with the 21st Century Defense Initiative and director of research for the Foreign Policy program at the Brookings Institution.
