NATO Summit Shows Shift From Reassurance to Deterrence

It is being called the most critical NATO summit since the end of the Cold War. Concerns about Moscow’s more assertive, aggressive behavior on NATO’s eastern flank has U.S. officials saying the alliance’s posture is shifting from reassuring member states to deterring Russia.
