Podesta said that Clinton would not speak until "every vote is counted."

Maine appropriates two electoral votes to the statewide winner, and both congressional districts appropriate one electoral vote to the district winner.
With the battleground state of Pennsylvania in Trump's win column, he needs six more electoral votes to reach a total of 270, the threshold for heading to the White House.
