Index: Libya Among African Countries Showing Steepest Decline in Safety
Governance across Africa has improved little during the past decade as deteriorating security has held back progress in other areas, such as human rights and economic opportunities, according to a new report. The annual Ibrahim Index on African Governance rates 54 African countries on a range of criteria including education, corruption and democracy. As Henry Ridgwell reports, Libya is among the countries showing the steepest decline.
