A task force for football's governing body said Tuesday that the 2022 World Cup tournament in Qatar should run from late November to late December.
The FIFA committee called that period the "most viable" in order to not interfere with other global events and to escape the heat the host country experiences between May and September.
The tournament is traditionally held in June and July, when high temperatures in Qatar regularly exceed 40 degrees Celsius (104 degrees Fahrenheit).
Another proposal is to shorten the length of the tournament. The head of the Asian Football Confederation Sheikh Salman Bin Ebrahim Al-Khalifa said that would only involve a small cut to the schedule.
"It will be 32 teams, but if I say shorter, it will be shorter by a few days," he said. "That's it. By a week and less."
The proposals must be adopted by FIFA's Executive Committee, which meets next month.
FIFA said in a statement Tuesday that the November-to-December plan has the backing of all six of the sport's regional confederations, but faces resistance from European football leagues, whose schedules would be interrupted by the tournament.
Russia will host the next world cup in 2018.
