Ethnic tensions in Iraq and Syria appear to undermine efforts to defeat Islamic State. Iraq's army depends on cooperation with local militias to drive out the radical militants from the country's north. But while the armed ethnic groups fight to reclaim territory from the terrorists, they also clash among themselves, adding to a growing humanitarian crisis.
