Afghanistan's peace council says it has finalized a peace proposal for the upcoming meeting with the Taliban in Turkey. Meanwhile, the Taliban say they are not ready to attend the 10-day conference in Istanbul that's scheduled to be held April 24 through May 4. Hikmat Sorosh reports from Kabul.
