Brussels Comes Back to Life Despite Terror Threat

Schools, subways and other public places reopened in Brussels on Wednesday after a four-day shutdown, despite the city remaining under the highest-level threat alert. While business owners are hoping customers will still turn out for the holiday tourism season, residents and tourists say they are scared, and unsure if they should even be out.
