Afghan President Hamid Karzai says Afghanistan is not a hideout for terrorism, but a victim of it.
During an address Wednesday marking the Muslim festival of Eid al-Adha, Mr. Karzai urged the U.S. and its allies to target terrorists outside of Afghanistan.
The Afghan leader says militants are being trained in sanctuaries and centers outside the country. He did not name any location, but such comments from Afghan officials usually refer to Pakistan.
Mr. Karzai's comments come as the United States launches a review of its mission and goals in Afghanistan.
More than 6,000 people have died so far this year, in violence related to a growing Taliban insurgency.
Mr. Karzai has reached out to Taliban leaders, asking those not involved with al-Qaida to lay down their weapons and join the government.
