India Delays Kashmir Border Openings

India has postponed opening a third crossing at the Line of Control that divides Kashmir to provide relief to quake victims in Pakistan.

India says the crossing will now open on Saturday because the Pakistani army has not finished work on a border bridge. But a Pakistani spokesman says his side is ready and frustration is growing with India.

The old rivals last month agreed to open five points along their de facto Kashmir border, under a plan to let quake survivors from divided families meet and to facilitate the flow of aid. But India, citing logistical problems, has opened only two points.

Meanwhile, United Nations officials say sickness is spreading among quake survivors sheltered in refugee camps. UN officials are struggling to contain an outbreak of acute diarrhea in squalid tent camps. They say there have been at least 200 cases at one camp in Pakistani Kashmir, and there are fears that it could be cholera. They say hundreds of thousands of people are still out in the open and any more rain would be disastrous.
