Ms. Jolie spoke Saturday at the end of her four-day trip to Pakistan - during which she toured refugee camps near the Afghan border.
She told reporters that refugees returning to Afghanistan need jobs and health care.
Ms. Jolie stressed the need to boost development in rural Afghanistan, and called on the world to help shoulder the burden.
During her trip, Ms. Jolie also met Pakistani President Pervez Musharraf.
Millions of Afghans fled to Pakistan, beginning with the Soviet invasion in 1979, and continuing through years of civil war and the rule of the Taliban. More than two million have returned home, but some three million remain in Pakistan.
