President Bush to Offer Proposals to Rein in High Energy Prices

President Bush is to deliver a speech in Washington Wednesday in which he will offer proposals aimed at reining in high energy prices.

Senior administration officials say Mr. Bush will encourage construction of new nuclear power plants and propose making closed military bases available for new oil refineries.

The lack of adequate oil refining capacity is often cited by experts as one reason for high gasoline prices in the United States.

Officials say Mr. Bush will also call for the further use of hybrid automobiles and those that burn clean diesel fuel by adding them to a list of vehicles eligible for tax credits.

The speech will be Mr. Bush's second on energy issues in a week.
