India, Pakistan End Water-Sharing Talks Without Agreement

TIndia and Pakistan have ended talks on resolving a dispute over Indian plans to build a dam in the disputed Kashmir region without a breakthrough.

Officials made the announcement Friday in New Delhi. The talks began Tuesday and were scheduled to last two days. But the delegations extended discussions another day in hopes an agreement would be reached with the extra time.

Islamabad fears that plans to build the dam at Baghliar in Indian-controlled Kashmir could deprive Pakistan of needed water from the Chenab River, which flows through both countries.

Pakistan has called the Indian plan a violation of a 1960 bilateral water-sharing treaty. The Indian government says the dam will not disrupt water flows into Pakistan.
