OSCE Meets in Sofia on Ukraine, Security Issues

Europe's top security organization is meeting in the Bulgarian capital Sofia Monday to discuss Ukraine's turb ulent politics and efforts to combat international terrorism.

U.S. Secretary of State Colin Powell is attending the two-day meeting of the Organization for Security and Cooperation in Europe, along with Russian Foreign Minister Sergei Lavrov and senior officials of OSCE's 55 member states.

Solomon Passy, the foreign minister of Bulgaria, is expected to propose reforms within the organization that would expand its focus from human rights to security and economic issues.

The meeting is taking place under unprecedented security measures.
